I would choose Norwegian. I'm going on a Norwegian fjord cruise out of the Netherlands next year. I'm prioritizing Dutch first because I'll be exploring there before the cruise, including driving a rental car for several days, and having a good grasp of the language will be of great value. I expect the ports in Norway will be easier to navigate with English and a few key Norwegian phrases. I may dabble with some Norwegian after getting confident in Dutch, but I don't want to confuse myself with learning 2 languages at the same time.

If I were to choose a new language to learn it would probably be German because it's so close to Dutch. Otherwise I would continue studying Spanish since I had already taken 4 years in high school.
